On 4 August, 2013, foreign-backed “rebels” in Syria attacked Latakia countryside. Militants overran Syrian government army positions guarding the area and entered into and occupied more than 10 villages. The Syrian government launched an offensive to retake the area regaining full control on 18 August.

More than 190 civilians were killed, “witnesses described how opposition forces executed residents and opened fire on civilians, sometimes killing or attempting to kill entire families.”(1) Over 200 civilians, mostly women and children were kidnapped.

“We are not just talking about a few rogue actors, we’re talking about a pre-planned, pre-meditated pattern of abuse that was intentionally undertaken. These abuses amount to crimes against humanity. The individuals or countries that support these groups are now on notice about the types of violations that they are committing and could be complicit in crimes against humanity and war crimes if they continue to support them” (1)

At least 20 distinct armed opposition groups took part in the operation called, “Campaign of the Descendants of Aisha the Mother of Believers,” the “Barouda Offensive,” or the “Operation to Liberate the Coast,” which lasted from 4 – 18 August.

Five groups were the key fundraisers, organizers, planners, and executors of the attacks.
These are:
– Ahrar al-Sham
– Islamic State of Iraq and Sham
– Jabhat al-Nusra
– Jaish al-Muhajireen wal-Ansar

Western backed General Salim Idriss, who leads the “rebel” Supreme Military Council, visited Latakia on 11 August 2013 to see the “important successes and victories that our revolutionaries have gained on the coastal front.”(2) It must also be noted that Ahrar al-Sham, Jaish al-Muhajireen wal-Ansar and Suquor al-Izz are all part of the Islamic Front which US continues to arm and support as “moderates”. This makes Washington, in the words of HRW, “complicit in crimes against humanity and war crimes”.
